Genetically engineered brain development in non-humans

As we isolate genes in humans which contribute to brain development, we should be able to cut and paste them into the genomes of other mammals.  Right?  Very soon we might have dolphins and dogs intelligent enough to use language and pass Turing tests.

What are the implications of this for human morality?

The main implication is that we don’t want to do this to Pit Bulls, otherwise they might figure out how to destroy us all.

I have no moral issue with it, but oh what a mess it will be when we create creatures like Fran.
