He’s into criticizing how the conceptual frameworks of the elites (read this as oligarchs Icehorse) constrain the range of policy options that are taken seriously.
Thanks for the reference. I may read the book to see if its thesis is similar to an idea that I had back in the 1970’s: that some kinds of events and processes are not even conceived of, much less considered possible or plausible, because of the dominant world model of the elites making decisions and envisioning possible futures.
