This doesn’t seem to be getting as much attention as it deserves.  It seems to me to be a clear case of genocide, what with children being detained and people disappeared:

That’s the trouble with sovereignty.  It makes international intervention extremely difficult.  And diplomacy essential.  The eastern world is fighting for democracy while the western world is pissing it away.  Things are really getting out of hand and the pressure has to come from respectable allied nations round the world.  (It’s a hard sell coming from countries who also currently have internment camps.)  We know about the sterilization and torture and yet all we hear about is intellectual property.  That takes priority over wiping out the brown people, I guess.  It’s hard to know what to make of the (unfavourable) reports about the Uighur separatist movement coming out of China State Media.  Maybe they should be taking notes from the protestors in Hong Kong using laser pointers to confuse riot police and scramble facial recognition.  Coz that’s brilliant.

Genocide is an integral part of the human character, being a result of our evolutionary tribalism.  It continues to pop up everywhere, from the USA to China to Africa.  Welcome to the human race.  It’s going to be very difficult to train us away from this nasty habit.  We can’t even completely do it here, even with our Constitution, Declaration of Independence, and Gettysburg Address.

Did Canadians ever do the genocide thing, perhaps to some of the First Nation folks?  Are are you guys just an evolutionary aberration? Maybe your way of dealing with it is to keep the French separate.

Canada has a shameful history in regards to our treatment of indigenous peoples (First Nations, Inuit and Metis).  There is currently an increased social and political will towards reconciliation, reparations and improvements.  The recent completion and release of the much-awaited-for MMIWG report used the word genocide which caused some controversy.  However, much of what has happened is as described in the OP’s definition of genocide.

Lol ... I’m trying to imagine a French community in Texas; don’t think y’all would be willing to offer full services in their language.  We’d be too afraid to invade Quebec (besides, they’re part of ‘us’).  Also, there are French communities outside of Quebec.

I consider the likelihood of an invasion of QC by english Canada to be extremely low.
That may be their own cultural uncertainty making them….somewhat irrational.

Edit: I also think we (as a species) can be civilized enough to not engage in genocide any more.
I may be wrong about individual pockets of humanity, but as a species we have, in the past, gotten together to stay “Stop”.
